will level the playing field.
The disparate impacts across planning outcomes reflecting biases has a storied history across American cities.
"There are examples that range from the removal or denial of parks
and open space equitably throughout cities with notable deficits occurring in communities
of color and lower-income cities,” said William A. Gilchrist, FAIA, NOMA, director
of the city of Oakland’s Planning and Building department.
