The issue is many communities are
built out and retrofitting is very costly.
Many people are shocked to find out
that there is little federal disaster aid to pay for temporary housing when a
disaster makes the dwelling they own or rent uninhabitable for months, if not
years.
In a political reality when programs
are being cut or reduced and not that many people support paying more taxes to
