Concerns over access on public transport prior to car-free day in London

I support reduction in vehicle use.
But I always wonder when urban designers, town planners and elected officials joyfully enact car free days or master plans...why don't the leaders/planners work to increase access to underground subway trains?
Hundreds of billions in increased taxes have come in over the decades.
Why couldn't some be spent on retrofitting subways with elevators?
Are people with disabilities forever supposed be second class?
You cannot be car free when you over wheelchair users zero transit mobility.
